I think, that we can’t get prepared for winter in the way Arseniy Yatsenyuk(1) suggested. At first, I want to ask one question: how many people in Kiev have their own flats, not rented ones? The answer is “a few” . Wealthy people can buy a new boiler to be warm at home and to save their money, but “middle” and lower classes can`t buy it, even if they have 20% discount from the Government or 40% from Condominiums. Even more, everybody knows, that middle class doesn’t exist in Ukraine: we have an upper class and a lower class. Due to the lack of money it remains only to buy warm underpants, extra pants and a hat with ear flaps for the winter (the last one I bought 3 years ago and don’t even regret).When it is cold, you can also sponge yourself down with vodka, after that – drink it inside; sleep in pants and jackets.

People want to warm themselves under the roofs of their houses. But it’s impossible according to the prices for the flats (especially in Kiev ). Landlords really don’t care whether it will be warm or cold in your apartment, they won`t live there.

Why can’t the Government primarily allocate a discount for buying flats, low interest rates, help with the rapid moving in of families etc.?

That’s an urgent problem about which we should talk in our 10-minutes speeches(2).

With such high prices, you should wear several pants, two sweaters, socks and go skiing when the winter begins.
